21st Century BC Limited Health, Safety, and Environment (HSE) Policy

1. Introduction and Commitment
21st Century BC Limited is committed to providing a safe and healthy work environment for all its employees, contractors, visitors, and the communities in which we operate. Our operations span IT, oil and gas services, construction, agriculture, engineering services, procurement, and supply. We recognize that excellence in Health, Safety, and Environment (HSE) performance is integral to our business success. This policy outlines our commitment and framework for achieving HSE excellence, in compliance with Nigerian regulatory requirements.

2. Policy Objectives
The primary objectives of this HSE Policy are to:
Prevent all work-related injuries, illnesses, and fatalities.
Minimize environmental impact from our operations.
Ensure compliance with all applicable Nigerian HSE laws, regulations, and industry best practices.
Promote a proactive HSE culture where every individual takes responsibility for safety.
Continuously improve our HSE performance.

3. Responsibilities
3.1 Management Responsibility
Provide adequate resources for HSE management.
Ensure the implementation and adherence to this HSE policy.
Set HSE objectives and targets.
Lead by example in HSE practices.
Ensure all employees receive appropriate HSE training.
3.2 Employee Responsibility
Comply with all HSE rules, procedures, and instructions.
Take reasonable care for their own health and safety and that of others.
Report all hazards, incidents, and near misses promptly.
Participate in HSE training and activities.
Use provided personal protective equipment (PPE) correctly.
3.3 Contractor Responsibility
All contractors and their employees shall comply with 21st Century BC Limited's HSE requirements and applicable Nigerian regulations.

4. Key HSE Areas
4.1 Risk Assessment and Hazard Control
We will systematically identify potential hazards associated with our activities and assess the risks. Control measures will be implemented to eliminate or reduce these risks to an acceptable level, prioritizing elimination, substitution, engineering controls, administrative controls, and finally, PPE.
4.2 Incident Reporting and Investigation
All incidents, including accidents, injuries, occupational illnesses, and near misses, must be reported immediately. Thorough investigations will be conducted to determine root causes and implement corrective actions to prevent recurrence.
4.3 Training and Competency
All personnel will receive HSE training relevant to their roles and responsibilities. This includes general HSE awareness, job-specific safety training, and emergency response training.
4.4 Emergency Preparedness and Response
We will develop and maintain emergency response plans for potential scenarios such as fires, spills, medical emergencies, and other relevant incidents. Regular drills will be conducted to ensure preparedness.
4.5 Health and Welfare
We are committed to promoting the health and well-being of our employees by providing a healthy work environment, managing occupational health risks, and offering relevant health support where applicable.
4.6 Environmental Protection
We will strive to minimize our environmental footprint by managing waste effectively, preventing pollution, conserving resources, and complying with all environmental regulations.

5. Compliance and Review
21st Century BC Limited will ensure all operations comply with current Nigerian HSE legislation, including but not limited to regulations from NOSDRA, DPR (now NUPRC), OSHA, NESREA, and other relevant bodies depending on the sector. This HSE Policy will be reviewed at least annually or as significant changes occur in our operations or legislation to ensure its continued effectiveness and relevance.

6. Communication
This policy shall be communicated to all employees and relevant stakeholders. It will be readily available and prominently displayed at all company locations.
